These services include preparation of job descriptions and employee handbooks as well as individual consulting and customized workshops on absenteeism, job restructuring, turnover and other issues. Service Type: Helping small businesses obtain initial information, brochures and environmental self audits. Handling complaints. Evaluating proposed environmental regulations for their impact on small businesses and arranging workshops on special topics for interested groups.

Service Details: Empire State Development's Environmental Ombudsman Unit provides outreach and information to small businesses and is their advocate in simplifying the regulatory process and resolving problems relating to environmental compliance. The Unit, a component of the Small Business Stationary Source Technical and Environmental Compliance Assistance Program (PROGRAM) was established to help businesses comply with air pollution regulations. The PROGRAM is collaboration among the ESD, the State's Environmental Facilities Corporation (EFC) and the Department of Environmental Conservation (DEC). Services are free and confidential.

Service Details: The office is the service center for accessing all the State economic development resources for which companies may be eligible. Some of the services offered include:

Keep pace with Global and Domestic Competition: Subjects include - Productivity Improvement, Technology Applications, Recycling Investments, and Wastewater Treatment Investment.

Special Services Program: Minority and Women-Owned Businesses, Economic Development Zones, and Cutting Red Tape.

Service Details: Working with Empire State Development's Environmental Ombudsman Unit, the Environmental Facilities Corporation's Small Business Assistance Program (SBAP) provides technical assistance to New York State Small Businesses that are independently owned or operated, which have 100 or fewer employees.

Service Details: The agency handles complaints about utility bills or services which have not been resolved satisfactorily by the company. Presentations can be arranged for consumer groups, business associations and agency staff about the transition from regulated monopolies to competition in the utility industry and how customers may now choose their supplier of gas and/or electricity.
