New at the SBA
What's new at the SBA shows changes to SBA programs.
SBA Programs
Business
Matchmaking Program
99% of all employment in the U.S. today and nearly 50% of the Gross
National Product is generated by small business. This is why the U.S.
Small Business Administration, in partnership with HP, is bringing
federal, state and local government agencies and major corporations
in every industry together to network, educate, counsel and ultimately,
contract, with smaller firms through the Business Matchmaking program.
Central Contractor
Registration
(CCR) is the primary vendor database for the U.S. Federal Government.
The CCR collects, validates, stores and disseminates data in support
of agency acquisition missions. Both current and potential government
vendors are required to register in CCR in order to do be awarded
contracts by the government. Vendors are required to complete a one-time
registration to provide basic information relevant to procurement
and financial transactions. Vendors must update or renew their registration
annually to maintain an active status.
Hubzone
The HUBZone Empowerment Contracting Program stimulates economic development
and creates jobs in urban and rural communities by providing Federal
contracting preferences to small businesses. These preferences go
to small businesses that obtain HUBZone (Historically Underutilized
Business Zone) certification in part by employing staff who live in
a HUBZone. The company must also maintain a "principal office" in
one of these specially designated areas. [A principal office can be
different from a company headquarters, as explained in our section
dedicated to Frequently Asked Questions.] The program resulted from
provisions contained in the Small Business Reauthorization Act of
1997.
SBA's 8(a) Business
Development Programs
are intended to help small businesses be successful for the future.
Companies like yours, just starting or in a growth stage, can benefit
from the wide-range of services we offer-support for government contractors,
access to capital, management and technical assistance, and export
assistance-just to name a few. We accomplish our goal by building
community-based small businesses, which in turn revitalizes neighborhoods,
creates jobs, and encourages economic growth.

It is important to note, however, that the SBA is primarily a guarantor

Small Disadvantage
Business (SDB) SBA certifies small businesses that meet specific
social, economic, ownership, and control eligibility criteria. Once
certified, the firm is added to an on-line registry of SDB-certified
firms maintained in PRO-Net. Certified firms remain on the list for
three years. Contracting officers and large business prime contractors
may search this on-line registry for potential suppliers.
SUB-Net
Prime contractors use SUB-Net to post subcontracting opportunities.
These may or may not be reserved for small business, and they may
include either solicitations or other notices -- for example, notices
of sources sought for teaming partners and subcontractors on future
contracts. Small businesses can review this web site to identify opportunities
in their areas of expertise.
Tech-Net
is an electronic gateway of technology information and resources for
and about small high tech businesses. It is a search engine for researchers,

for investors and other sources of capital.
